On PVE servers, yes. I can't even begin to imagine how it will work with PVP servers, in fact, I can't even imagine it being allowed on PVP servers unless maybe you only have 1 character on that server, because remember, you can't have cross faction characters on a PVP server, unless your one of those folks that have multiple accounts.

Anyone read the Q&A for it yet? Looks like it'll be a full change to an alliance race, so no keeping your race, and you can only change to a race that has the same class as what you are (ie. Human/Dwarf Pally <==> Blood Elf Pally). Other than that, thats about all on the info.
