Well, looking at the site, I come away with two points:

What is this? This is a graphical display of data submitted from the Warcraft CensusPlus UI Mod. The collected World of Warcraft Census information gives a general view of server, faction and overall population trends. Only characters level 10 and up that have been seen in the past 30 days are included in this data.

There are too few Alliance entries for this realm to give reliable results! Please help today by submitting data for this realm! Find out more about how to help here!

It still boils down to being heavily user defined by possessors of the mod. Also, it appears that the Alliance numbers are likely inaccurate due to lack of player input.

Actually Baelspar, the graph in post #1, from what I understand; was not gathered In-Game via individual people through use of an Addon, but rather from information pulled out from the Official WoW Armoury, just like the custom Sig's we have from WoW Roster.

I had thought the numbers were a little off from personal experience. It hardly shows the number of Gnomes that I run across. It looks like the Horde Census Bureau will have to do some more indepth research in Ironforge, Stormwind, the Exodar, and Darnassus.

Old census info used to be generated from a Census addon. It would do a /who of everyone in your faction, and then you would upload it to a central website. That data could actually tell you how many people were playing at any given time, how often a given character was on, etc. I don't know if anyone still runs that plugin or if there is an aggregater for the data anymore.
